In its efforts of improving delivery of public service, increased revenue generation for government as well as the consonance with the principles of good environmental governance, the Environmental Management Bureau V has pioneered a fast track permit processing scheme, called “Permit Mo, Ora Mismo”. |

Green Page is the official information bulletin of Environmental Management Bureau V. Since its first publication last February 2001, it has linked the bureau to the EMB top management officials, EMB regional offices, DENR V filed offices and NGOs, LGUs and academes in the region by bringing the bureau’s latest activities, programs, projects and accomplishments. |

EMB V is authorized to issue an Environmental Compliance Certificate (ECC) certifying that the project under consideration will not cause undesirable environmental impact and that the proponent has complied with the requirements of the EIS System. Since 1995 to 2005, the Bureau has issued a total of 833 ECCs in the Region. |

In the Philippines, the whole month of June has been declared as Environment Month pursuant to Presidential Proclamation 232 of then President Corazon C. Aquino, in recognition of the importance of protecting our environment. DENR – Environmental Management Bureau Regional Office 5 has organized the activities for the National Environment Month celebration in June.
Activities included bike ride for clean air, fora, media information campaigns, free emission testing and numerous other activities regionwide that will run throughout the said month. |

The Philippine theme for this year is “Beat the Heat! Let us work towards a safer climate”. The theme selected for 2007 focuses on the effects that climate change is having on ecosystems and communities, and the ensuing consequences around the world. RD Gilbert C. Gonzales in a press statement underlined the need to act locally and address public awareness on the dire issues of global warming and climate change.

World Environment Day 2007 HUNDREDS of bikers joined the Department of Environment and Natural Resources in an environmental advocacy ride, the Environmental Management Bureau sponsored “Bike Ride for Clean Air”, on June 5, 2007.
The cycling event, which started at the Bagasbas Beach in Daet, Camarines Norte at 7 am and finished at the Camarines Norte State College, is a kick-off activity to celebrate the Philippine Environment Month in Bicol Region.

After the bike ride, tree planting activity and a forum on “Biodiversity and Climate Change” was held in Camarines Norte State College. The forum is intended to provide participants with the overview of the current state of the global and local environment. Technical staffs from EMB and PENRO Camarines Norte gave lectures on various topics. |

Media Information Campaign Along with the advocacies of the Bureau in connection with the Phil. Environment Month Celebration, a Radio Program was launched in Legazpi City on June 6, 2007 in Radio Station DWZR entitled “Marhay na Aldaw Kapalibutan” (Good Day Environment).
The radio program is aimed at comprehensive info-dissemination on issues and awareness on the environment. Information and education campaign is paramount to the thrust of environmental management in its manifold aspects. In sustainable development it is a key tool in order that awareness will be generated among the general public. |

Regional Forum on Climate Change 1st regional environmental forum gathered policy makers, stakeholders and industries to tackle and resolve pressing issues on global warming and climate change in time with the National Environment Month celebration in June.
USEC. Demetrio Ignacio and EMB Director Ely Anthony Ouano gave the lecterns on pressing environmental issues. Ouano tackled Climate Change and Global Warming and providing insights to participants as to the causes, intervention and solution while USEC. Ignacio brought to fore the government action with the topic on the Philippine Commitment on Climate Change. |

Linis Hangin Program Members of the Air Quality Management Section’s - Anti-Smoke Belching Unit (AQMS-ASBU), Land Transportation Office V and the ASBU units of Daet, Naga, Sorsogon and Legazpi City set off through major thoroughfares of four provinces to check emissions of mobile sources plying said routes.
The routine inspection checked 243 vehicles, which 122 automobiles passing the smoke-meter test while 121 others failed. The anti-smoke belching task force informed the drivers of their violation to the environmental law and was issued with citation tickets as well as required to institute corrective measures on their vehicles to comply with the Clean Air Act. |

17TH Eagle Quiz Contest The Department of Environment and Natural Resources Region V, launched the Eagle Quiz Contest in 1990 with the aim of promoting scientific interest and awareness among the youth on the fields of environmental management and ecosystem conservation.
Public and private schools from the six provinces that make up the Bicol Region Albay, Catanduanes, Camarines Norte, Camarines Sur , Masbate and Sorsogon- compete in the provincial eliminations. The winners then proceed to contend in the regional finals – The Battle of the Eagles. |

Notably there has been a significant increase in the number of participants since the project’s inception in 1990. In 2007, a total number of 200 pupils from both the elementary and secondary levels took part in the contest. This indicates the growing interest of the academic sector and the youth on environmental stewardship.

7TH Saringaya Awards Two local government units, one individual person, a university and one people’s organization were honored with Saringaya Awards given by the Dep’t. of Environment and Natural Resources during the culminating program of the 2007 Environment Month celebration held last June 27, 2007.
On its 7th year now, the Saringaya Awards is given by the DENR in Bicol to recognize the efforts and support of different individuals and entities actively involved in environmental protection and sustainable development of natural resources in this part of the country.
