As of the moment there has been no schedule yet for Pollution Control Officer training nevertheless on Feb. 26-27, 2015, there is a Training Seminar for Managing Heads of the Company. Managing Head's training is one of the requirements for PCO accreditation.

With regards to your query on PCO accreditation, the following are the requirements to be complied: PCO Certificate of Accreditation (NEW)
1.) Transmittal letter addressed to the Regional Director
2.) Duly filled up Application Form
3.) Duly signed Appointment or Designation of the PCO
4.) Curriculum Vitae of the Pollution Control Officer (PCO)
5.) Copy of College Diploma/Transcript of Record/Prof. of License
6.) Copy of Certificates of Participation to PCO trainings and seminars equivalent to 40-hrs (present the original)
7.) Copy of Certificate of Trainings (8hrs) of the Managing Head on Envt'l Management
8.) Notarized Affidavit of Joint Undertaking of the PCO and the Managing Head(format is available at EMB XI)
9.) Processing Fee of Php 500.00.
Your trainings will be credited as long as the training is conducted by an EMB-reconized training organization/institution pursuant to Section 13 of DAO 2014-02, "Revised Guidelines for PCO Accreditation".

about Bifenthrin - A chemical additive for banana polybag as crop protection
how true that bifenthrin is a water pollutant? is there's any policy/ law that the using of such additive is prohibited?
1. It will augment the existing power facilities in the country;
2. It will help address the power shortages in Mindanao; and
3. It has economic multiplier effects.
The possible Disadvantages may only occur if not properly addressed:
1. Possible emission of hazardous air pollutants;
2. Possible increase of sea water temperature due to discharge of thermal waste; and
3. Possible contamination of Davao Gulf with arsenic if the raw material is not properly handled.

Pursuant to the revised guidelines for Coverage Screening and Standardized Requirements Philippine EIS System, fuel cell with a capacity of equal to or less than 5MW are Non-covered projects or category D wherein the proponent may opt to secure a Certificate of Non Coverage (CNC). This are the list of requirements for CNC, 1. Transmittal/covering letter address to the Regional Director, 2. Dully filled-up CNC form, 3. Certified true copy of land titles of lease contract, 4. Zoning certificate, 5. Picture of the site, 6. Vicinity map, 7. Geographical coordinates of all lot corners (latitude & longitude) and 8. CNC payment P100.00. All documents shall be submitted in 3 copies to be placed in 3 expanding folders. You may download the CNC form here at our website.
According to Department Administrative Order (DAO) 2013-22 under table 2.1, computer scrap falls under hazardous waste class # M506 (Waste Electrical & Electronic Equipment). Since you will transport hazardous waste, you need to register your vehicle/s as Hazardous Waste Transporter. The facility wherein it is to be treated/stored/disposed should also be a registered Treatment Storage & Disposal (TSD) facility. When these permits are approved, you need to apply for a Permit to Transport and then get Manifest forms (during hauling).

(APCOM, Inc.), in collaboration with the Environmental Management Bureau Region XI (EMB-XI), will be conducting a 2-Day Basic Training for Pollution Control Officers and Refresher Course with the theme: "Enhancing the Knowledge of PCOs through Continuing Education on Environmental Protection" on 29-30 April 2014 (Live-out) at The Royal Mandaya Hotel located at Palma Gil ST., Davao City. Registration Fee for the seminar is Php 4,000 per PCO which will cover lunch, snacks, and other training materials for two days. Payment in cash is preferable.

1. If your company is using air pollution sources like genset, boiler, etc... you should secure permit to operate (POA) 2. If your operation is located in one area only, then one (1) PCO is enough; however, adding another PCO is much better so that if one of your PCO will resign, then your operation will not be left out without a PCO. As of now, there is no schedule for PCO Orientation seminar but we can inform you once there will be a scheduled seminar. Good Day.

I am Friche Rabaya, a Laboratory Technician (JOC) from FDA-Satellite Laboratory for Mindanao, Tagum City.
FDA-SLM would like to seek help from your agency as we wanted to register as Hazardous Wastes Generator. The facility generates chemical wastes from physico-chemical and microbiological analyses of various products ranging from food, cosmetic and pharmaceutical products.
We have read from your Citizen's charter the essential steps for us to be registered as HW Generator. However, there are some requirements that are not familiar to us such as the ECC (which do not have a category for laboratory, as per Citizen's charter posted), the IEE and EIS, among others.
We do have a trained Pollution Control Officer
We would highly appreciate if you could help us regarding this matter.

Here in Region XI, we have no registered treater/recycler to handle the disposal of waste containing mercury such as lamp waste and used thermometer.

Anent the questions on Fluorescent Lamp Wastes containing Mercury
(1.) Determination on the annual quantity of disposed CFLs in the country.
As of C.Y 2011, there are 17,312 pieces of lamp wastes reported from the registered hazardous waste generators within Region XI. No data available in other regions. For C.Y 2012 there are 14,478 pieces of lamp wastes reported and recorded.
(2.) There is no registered treater/ recycler of lamp waste containing Mercury in Region XI.

We thank you for your concern and support to protect the environment.
Compact flourescent lamps are promoted by DOE as an efficient lighting system. Yet these lamps contain mercury- a chemical hazardous to humans and the environment. Hence, must be safely managed at the end of their useful lives. Do we have the latest data on the annual quantity of disposed CFLs in the country? Do we have a recycling facility to salvage mercury from CFLs in region XI? or a regulation to institute a "take-back" program of CFLs by manufacturers? Hope that your office can come up with policy/circular to address mercury contamination on CFLs. Many people are not aware about the potential hazard of Mercury in CFLs.
The PENRO-LGU of Davao del Sur would like to request your good office IEC materials (English or Filipino version) for solid waste management. These materials will be distributed to our clients during our trainings/seminars. If available, we can just drop by your office for pick up.
