Overview
of Title II: Toxic Chemical Substances |

|
Under Title II, DENR will:
- Develop an
inventory of chemicals and chemical substances used in commerce
in the Philippines.
- Gather information
about the toxicity of particular chemical and the extent to which
people and the environment are exposed to them.
- Assess whether
these chemicals can cause unresonable risks to human health and
the environment.
- Institute
approriate Chemical Control Ordes (CCOs) after considering their
potential risks against their benefits.
The
objectives of Title II of DAO 29 are to:
- Inventory
chemicals and chemical substances currently used in, manufactured
in, and imported to the Philippines, and develop the Philippines
Inventory of Chemicals and Chemical Substances (PICCS).
- Screen out
those chemical substances that DENR determines to be posing a
potentially unreasonable risk to public health, to work place,
and to the environment; and develop the Philippine Priority Chemicals
List (PCL).
- Require prior
notification of new chemical substancrs to tbe manufactured in
or imported to the Philippines, and significant new uses of certain
existing chemicals; and develop a Pre-Manufacturing and Pre-Importation
Notification (PMPIN) process and procedure.
- Evaluate
the safety of notified new chemicals and chemical susbtances through
the PMPIN process.
- Regulate,
limit, gradually phase out, or ban those chemical substances that
are determined to pose unreasonable risks to public health and
environment through issuance of Chemical Control Ordes (CCO).
- Educate and
inform the public on the hazards and unreasonable risks in the
manufacture, handling, storage, transport, processing, distribution,
use and disposal of toxic chemicals.
