Overview
of Title II: Toxic Chemical Substances |

Through
RA 6969 and DENR Administrative Order No. 29, a number of requirements
and mechanisms were established for identifying, screening, and
evaluating new chemicals before they ecome commercially available
in the Philippines. Title II also provides for the evaluation of
those chemicals already in use which, by virtue of thier occurrence,
use, or toxicity, may present human health and environmental concerns.

Inventory of Chemicals Chemical Substances ( PICCS) Information |

The
Philippine Inventory of Chemicals and Chemical Substances (PICCS)
is a list of existing manufactured and imported chemical substances
available in commerce. Compilation of the list is an essential early
step in determining whether a nominated chemical substance is new
to the Philippines. The list is required to support operation of
the Pre-Manufacturing. Pre-Importation Notification (PMPIN) or the
national chemical notification and assessment scheme of the Philippines
Legal mandate is authorized under Republic Act 6969 “Toxic
Substances and Hazardous and Nuclear Waste Control Act of 1990”.

ROTTERDAM
CONVENTION (Prior Informed Prodcedure)
Background
The
Eleventh Session of the Intergovernmental Negotiating Committee
for an Internationally Legally Binding Instrument for the Application
of the Prior Informed Prodcedure for Certain Hazardous Chemicals
and Pesticides in International Trade (INC11) officially opened
on 18th September 2004. Over 300 participants representing more
than 100 governments and a number of intergovernmental, non-governmental
organizations and the United Nations agencies attended the Session.
The
prior informed consent (PIC) procedure aims to promote shared responsibility
between exporting and importing countries in protecting human health
and the environment from the harmful effects of trade of certain
hazardous chemicals. The Rotterdam Convention was adopted in September
1998. To date, the Convention has been signed by states including
the Philippines and ratified by 74 states. The Convention entered
into force in February 2003 with Armenia as the 50th country that
ratifies the
Convention. The Philippines is presently working for the ratification
of the Convention which is now being undertaken by the DFA-OLA.
Delegates
to the INC 11 resumed consideration of major issues associated with
the
Implementation of the PIC procedure. |
